Is Turkey overpowered?

Was thinking about it and in terms of a stand alone country is turkey too powerful?
Turkey
Cost: 7260
Income per turn: 336
Reinforcements: 39
Population: 71 Million

Heres something to compare it to just to get an idea of its strength...

Italy
Cost: 7130
Income per Turn: 493
Reinforcements: 22
Population: 60 Million

So I am just trying to figure out why turkey is made the way it is. Don't think of it in terms of playing 3v3 just by itself why does it have so many more reinforcements and cost exactly the same as italy?
I am just wondering if anyone has answer?

you need to count amout of cities and ports aswell

Cool then turkey would have 6k starting money instead of 3k. Turkey would be unstopable.

If anything, lower the reinforcements to compensate for making it slightly cheaper to allow more strat play since it seems fairly basic atm. I'm not a Turkey expert though, unless you count Anzujammu.
