I've never seen anyone use Anti-aircraft before, do you use it? It seems viable but for some reason I never see anyone build them.

Most of the time its only used on a location you know is being bombed, and even then its usually better to stack inf

AA are the most reinforcement efficient troop in the game. They can be very useful in certain situations, especially in big money games or late game against SM or DS strategies.

Not only money, it also depends on Reinforcements. 1. Imagine you have 600 cash and 20 reinforcements as Imperialist Turkey. You want to defend Ankara against an opponent that plays SM. - You can either buy 4 AAs or 20 infantries. I'd rather buy the infs. 2. However, what if you had 600 cash, but only 4 reinforcements? - Then you should buy the 4 AAs which works better than the 4 infantries. 3. Of course, in a game theses calcs almost never happens. You will find things like 600 Cash and 14 reinforcements. -The best option is to buy a mix of Infantries, (few) AAs and if needed, Militias. This helps to use both your income and reinforcements as efficient as possible.

This, pretty much. Anti-aircraft is very much a niche unit with a highly defined role. If you have confidence that a location is about to be attacked with bombers, the area is important and thus needs defending, it is inconvenient to defend the location with a stack of infantry, there are insufficient reinforcements nearby with which to build a new stack of infantry, and you don't feel terribly constrained by money, then AA can be very effective.

But the aa is 8 times stronger in defense against aircrafts than 20 inf, right ? but thats just against aircrafts; when infs can defend against anything

Based on my experience I can tell you that you would need at least 9 AA's to match 20 infantries against aircrafts. AAs have stronger defense but the infantries makes up for being cheaper (means u can buy more of them). That is unless the aircraft have bonuses against certain units (eg, helis are good vs infantries).
