Let me dissect this and explain why it is the noobest expansion I've seen in a while:

1. 3 in Porto? Porto has only 1 reinforcement, which means he has 3 units left over from taking it. At max, he randomly sent 4...
2. Yet, he failed to rake Rome, as seen by his ST and the 1 left over in Rome. Maybe just bad rolls? Or did his legions forget where Rome was and went to Portugal instead?
3. Nantes is a very important Atlantic city sure, but 23 max sent there? No wallfuck for Paris? And both his ST being there... def getting TBd and/or destroyed.
4. What is the unit left over in Bilbao? Palmas wasn't even used for anything!
5. Oh, and he failed to take Portugal as well.
