I'm so glad this will be in the next update, because i heard one player tried to trick another like this and he ended up begging not to lose his elo points.

I tested it with joining a private-duel game but I did not get any notification. Also when I started a duel-game i didn't earn any points when the enemy surrendered. Bugs?
Warning is only shown for public duel games. Duel game is only considered if it's been played for >3 turns, I think.

Not necessarily. It's mainly there to prevent abuse. Besides, what kind of duel it is if it's only 3 turns?

It is important that an agreed duel game is regarded as a duel even if only one turn is played (and you could argue even before picking countries). Otherwise you will have players use "do or die" first turn moves and then abandon if it doesn't work.
Any duel is good, no matter the length of the game. Same as in chess, you may lose on move 7 or on move 40, it should count the same.
1) Suggestion: Instead of a pop-up warning, simply have a setting displayed in lobby-window that shows that a game is Elo rated, and also in the pre-game screen.
2) Suggestion: The host should only be able to start a duel once the other guy has clicked ready. Then the other guy can check the full settings before he finally agrees (some people are very quick to start a game once you enter and you don't get a chance to see, for instance, if there are extra cities or rares or what not).

Well then there has to be a bug.
I created a public-duel and someone joined it, we played and he left in turn 2 or 3 but I didn't receive any points. No idea why.
Tell me if this happens again, I don's see how it could be bugged...
