Editable starting cost and units

I think it would be nice to be able to edit the cost to join as a certain country (either directly or with a formula like it is now) and whether or not a city starts with neutral infantry or militia. It would make balancing maps for 10k/5k/15k games much easier and would be greatly appreciated by me.

Also make the chat box expanded by default. It is annoying to have to expand it every time i switch rooms or join/leave games.
