Greenland

Hello dudes, I have a question- why Greenland aren't playable in At War?
I also have an idea about Greenland- One city (Nuuk), two militias( at the beggining), 20 reinforcements at start, all navy, air and land units are available.

It's playable but you need extra cities. I think there's only Nuuk as a city with like 1 reinf.
