Fix IF

Fix there is no moving unit in city tab.
apparently only my starting country have the green move unit button in city tab

Just for 2 seconds I thought it was a cry thread. Thanks god

Then I don't know. Wasn't my solution and I haven't played IF since then.

click on country, find city , click on it and voila
