Improved notification

There are moments when you want to notify someone in regards to a specific thread he never posted in, or in a game to get their attention. I suggest having a @ notification to ping someone. It'll make a sound whenever that person is pinged and to avoid ping spamming you can limit it to 1 ping for half a minute or a minute
